🟢Level 3

Active workplace health management

Measures are running, metrics are in place, the tax exemption is being used.

What defines Level 3

  • Several fields of action are actively used — at least 5 of the 10 workplace-health fields
  • § 3 No. 34 EStG (€600 tax-free/employee) is fully used — ZPP-certified measures are booked
  • Health-insurance subsidies under § 20b SGB V are claimed for at least 2 measures/year
  • Sick leave is evaluated monthly — the result goes to management
  • A workplace-health metrics dashboard exists: sick leave, participation rates, BEM rate
  • Employees know the workplace-health offering well — participation rates above 40%
  • Managers take part in workplace-health training (healthy leadership)

What's still missing at Level 3

  • Not all 10 fields of action are covered yet
  • No formal maturity reporting for management or the supervisory board
  • Health-insurance funding not fully used (§ 20b SGB V potential is higher)
  • ROI is described qualitatively, but not measured quantitatively
  • No systematic benchmarking against industry peers

Next step: Level 4 excellence

At Level 4, workplace health management becomes a strategic management tool: maturity reporting for the supervisory board, all 10 fields of action covered, ROI measured quantitatively and health-insurance funding fully used.

Note: the legal references and funding rules mentioned here refer to German law.

BGM-Kompass covers German workplace health management (BGM): funding paths, figures and legal references (e.g. § 20b SGB V, § 3 No. 34 EStG, § 167 SGB IX, the statutory-health-insurer prevention guidelines) apply to Germany.
